The vision and actions of district leaders determine the extent to which more and better learning time is implemented. Districts must build capacity, create the conditions, and provide the necessary resources and support that allow for more and better learning time across the system. District action must include the establishment of accountability structures, data-informed decision making, and a commitment to developing shared outcomes and goals with schools and other stakeholders.
